I actually haven’t been here for a meal, but I have had dessert many times. There are huge glass display cases up front that include cakes, fruit pates, ice cream, cookies, chocolate, etc. They have fancy cakes, like a fluffy coconut one and a mango mousse. My personal favorite is the mint chocolate cupcake. The location makes it another good pre and post-symphony/opera choice.
I can’t speak for the entrees, but desserts are $3-8.
Dress:
Casual if you’re just buying dessert at the counter. Chic casual and up if you’re eating there. Sevens and Diesels are OK, faded 501s and shorts aren’t.
Noise:
Since I haven’t had a real meal here, I can’t say. But I did not notice any noise reducers, like carpet or drapes. The dining room reminds me of a small converted warehouse but nicer.

None needed to order off the dessert display counters, but I’ve noticed it’s pretty busy for dinner. (OpenTable)

Parking:
I have not found street parking to be too bad, but it’s one of those neighborhoods where things are fine on one street and then you’ve got drug dealers on the next. Watch where you’re going, particularly if you’re alone. There are a lot of paid lots in the area to accommodate the culture mavens. Also, it’s about a five-minute walk to all of the Van Ness public transit.

Yes, if you’re going for a funky, slightly alternative kind vibe.
