Ozumo doesn’t have the water view (at least not at the bar) of Chaya, but it has an even better selection (though similar) of half-priced appetizers during happy hour. However, Ozumo definitely offers the happy hour specials only Monday through Friday until 6:30. No such luck on Sundays.
Chic casual and up. Sevens and Diesels are OK, faded 501s and shorts aren’t.
Noise:
You will definitely have to raise your voice if you’re at one of the small tables and you’ll probably have to shout if you’re at the bar itself.

Parking:
Street parking along the Embarcadero shouldn’t be a problem at this time, but if it is, there are some paid lots nearby that will eat up your savings from the appetizers.

Sure, it’s a popular place to meet for drinks after work. If you do decide to eat a full-on dinner here (entrees are $15-25), make sure to get a table with a view of the water.
